2.2 Proposal review committee

A number of nodes are selected from the nodes with the right to be elected to form a proposal review committee. The proposal is initiated by the node with the right to propose, and approved by the proposal review committee, and then the nodes with voting rights vote, and more than half of the proposal can be implemented.
